Runs small, very long, tinsel around neck

Online ratings for Likely mention that their dresses run small on top, and are long in length. This was consistent with my experience with this dress. I am usually a size four, and purchased a size six, which fit through the top. The dress was much longer on me than on the model. I am 5'3" and the dress nearly reached my ankles. I ultimately ended up returning the dress because of the tinsel-like material around the collar, which made the dress look inexpensive. It did not appear like a prominent feature to me online, , but in-person, it is more obvious because it is a shiny material. When my daughter saw me in the dress, the first thing she said was, what is that around the neck?
