Unusual Fit

I purchased this for a dressy all white clothing soiree. It arrived timely. I paid for extra fast shipping. The fabric is soft and flowing. However the fit was terrible. It does not appear to be bulky on the model but the fabric bulks up loosely below the waist giving a look like I had a huge stomach. This is not the case. I'm 4 feet 11 inches and 101 lbs. Of course the legs were long but that is common for me. I intended on getting it hemmed. I purchased this in a size two and a size zero not being sure which would work. Both had issues with the zipper being tight above the waist but both were extremely large below the waist. I had to return them. Very odd fit.
