This is cut wrong the waist is by my chest!

A lovely coat and practical but the fit and cut is totally off! I received it this morning and tried it on - funny the hang tag was removed but stuffed into the plastic wrapping! That means someone else returned it, too! I am for reference 5'5.5" and I am not a bigger lady but ordered the L for room for bulky sweaters. The style is nice but the waist does not belong where it was sewn - and it had a gathered (elastic inside) waist - not on the waist - gathering that was below my mid chest...terribly wrong construction - I usually have no trouble with an Andrew Marc - this time - I do not know where it was made - but - it was sewn totally wrong.
