cute but too open/ baggy?

It's cute, I got size XS and I'm short but it's very cropped on me. It is also very open, so I feel like my whole back is flashing if I don't wear anything under this. I wanted something that sat perfectly at my waist but it's too open, if I raise my arms you can see my boobs/bra.
