Chest does not lay flat

I wanted to love this dress. Gorgeous color. Maybe not right for my body type. The center chest does not lay flat. The elastic bunched up. See photo

Beautiful Dress

It's even better in person. Fits true to size. I am a petite 5'2", 115 lbs, 32C/D and the XS fit perfectly. It just touches the ground, so I could get away with wearing flats. There's a section of material in the middle of the bust that gathers kind of funny, but if you have a flatter chest, I don't think it would be a problem. It's definitely a keeper and I plan on wearing it for one of my wedding events.
